Tulips need a chilling period--about eight weeks for most varieties--in order to bloom.  However, you can chill the bulbs in your refrigerator.  Put them in closed paper bags eight weeks before you want to plant them and store them in a place in your fridge that is not too close to fruits or vegetables.  Mark the removal date on your calendar.

When the eight week period is up, plant the bulbs wherever you want them.  It's probably best to treat them as annuals and discard after they bloom.
