For those of us in cold climates, February with it's warmer days causes itchy planting fingers. We start thinking about what we want to plant in our gardens. The earlier we can plant the better. You do need to wait until after the last frost which in some areas can be March and some can be as late as May.
You can start growing some plants indoors which can help the plants get a good start before they are planted outdoors. Of course you will want to start any tomatoes, lettuce and vegetable seeds inside as well.
For those who have good planting weather in March, this is a good time to plant fruit trees, rose bushes, berries and bulbs. This is also a good time to prune your trees, except for walnut, maple and birch, they should be pruned after leafing. You can also mulch trees and shrubs but be sure to keep the mulch away from the trunk of the tree as that will keep the trunk moist and can allow disease to set in.
